I would like to propose what might be one of the simplest concepts related to helmet promotion, which has the additional benefit of skipping all the data and its interpretation: If municipalities and regions want to promote cycling helmets for children, then they should promote driving helmets for children (or for everyone in private motor vehicles). It is simply a question of fairness, since, after all, everyone would agree that people in car crashes also suffer head injuries.
