    Designing and constructing bicycle infrastructure is only part of the policy cycle: it is preceded by a long process and should fit into a wider overall policy. The actual realisation of the bicycle facilities should be the result of an integral vision, fitting in with the rest of the traffic and planning policies . This requires an analysis of chances and opportunities and eventually political choices and administrative support. Moreover, bicycle policies can be more successful when it means more than simply providing bicycle facilities. For instance: attention to prevention of bicycle theft, continuing attention to the possible consequences of planning decisions and improving the competitive position of bicycles for short trips, in comparison with cars.
    This type of integral and structural approach to bicycle policies requires knowledge, inspirational ideas from other towns and the opportunity to build on experiences by others. This Beleidswijzer intends to be an introduction to the knowledge we possess in the Netherlands about non-infrastructural aspects of bicycle policies. Among others, the following issues will be discussed: support, plan formation, funding, transport objectives and instruments for policy (among them discouraging car use, a coherent bicycle route network, good bicycle parking facilities and communication and education).
