This report intends to provide a survey of national policies in various European countries to promote cycling. It concludes that national cycling policies may be a powerful instrument in promoting cycling in urban areas. This report discusses issues such as various levels of government involved in the decision-making process, integration of cycling policies, the role of industry and non-governmental organisations, scarcity of road surface and public awareness.
