DHV conducted a survey among 76 bicycle policy employees in provinces, municipalities, framework Act areas and water boards plus advisors at consultancies. They were asked about the approach to bicycle networks. The results showed that there is no uniform approach to bicycle networks. Both local authority employees and consultancy staff use a very pragmatic approach when establishing bicycle networks based on knowledge of the local situation and common sense.
DHV analysed 94 GVVPs on reports of or signals regarding the use of models in the creation of municipal traffic plans. Only five GVVPs report using bicycle models.
