Air quality norms are frequently exceeded in the Netherlands. For nitrogen dioxide (40µg/m³), this occurs on roads and in busy urban areas, while the norms for fine particles (maximum 35 days a concentration higher than 50 µg/m³) are exceeded in most of the country. These concentrations must be significantly reduced. The TOP 10 is a package of 10 measures aimed at achieving this goal. Examples of measures: soot filters on trucks, vans, cars and buses with diesel engines, reducing the maximum speed limit to 80 km/hour on motorways passing towns, implementing a price policy, stimulating clean shipping and investing in bicycle-friendly towns.
