Evaluation bicycle parking Nijmegen: effects improved bicycle parking policy in town centre and station zone

Evaluation by Nijmegen local authorities of the 2007 bicycle parking policy. The situation in the town centre is satisfactory; in the station area not yet.

  • Nijmegen local authorities developed a new bicycle parking policy in late 2007. Starting point is keeping the Nijmegen town centre attractive and accessible for cyclists and pedestrians. The main points of the new bicycle parking policy are realising more bicycle parking provisions, updating the enforcement policy and a number of additional measures, aimed at parking bicycles in the town centre and the station zone. The evaluation consists of two parts, one each for the town centre and the station zone. The numbers of bicycle racks have been counted, use has been measured by means of occupancy rates and the data have been analysed. The measurements have been performed in 2008 and 2009. This evaluation also provides insight into enforcement policy, among others the institution of the Algemene Fiets Afhandelcentrale (AFAC) - general bicycle management centre. The number of cleared bicycles is stated as well as the effects on nuisance caused by incorrectly parked bicycles. Public response is evaluated by looking at the number of objections (to the enforcement policy) and the public campaigns that have been conducted. Data from Binnenstadsmonitor and comparable data are considered as well. Improving and expanding the number of racks has occurred mainly in 2008, as can be concluded from the data gathered both in 2008 and 2009. Conclusions Town centre: the number of bicycle parking spaces has increased to 2,705, an increase of 934 (77%) as compared to 2007. By now 83% of all racks has a provision to affix the bicycle. The overall number of racks was sufficient in 2009 to meet parking demands on weekdays. There is however a shortage of parking racks on Saturday afternoons. The free guarded parking facilities are used intensively, with maximums of over 95% occupancy rates over several hours on Saturdays. On weekdays average occupancy rates are approximately 50%. Despite the availability of sufficient numbers of bicycle stands in the town centre, bicycles are still parked outside the racks. The major reason is that the supply does not meet the demand by location. At quiet times a maximum of 72% of bicycles is parked correctly (28% or more incorrectly). On Saturdays 58% of bicycles is parked correctly (42% outside the racks). The number of illegally parked bicycles (against trees and such) is not too bad. Station zone: the number of bicycle parking spaces in the station zone is 4,000 as of 2009 (excluding guarded spaces). On the parking deck realised in 2008 2,780 spaces are available. Other locations are Van Schaeck Mathonsingel (1000, temporary) and to the west of the railway tracks (200). The overall number of racks is insufficient to meet demand on weekdays. There is however plenty of room in the guarded parking facility. The bicycle parking deck is used better on the top than at the bottom. Occupancy rates of the westside are 150%, with many bicycles parked outside the racks. Occupancy rates for the -temporary- parking Van Schaeck Mathonsingel are almost 100%. Recommendations town centre: aim for a further increase in the number of correctly parked bicycles by providing more capacity in free guarded parking facilities, made-to-measure solutions and dedicated public campaigns. Recommendations station zone: a rapid realisation/expansion of parking locations to the west of the station to serve rail passengers from Nijmegen-west. The aim is to realise 1000 parking spaces. At the site of the temporary parking Van Schaeck Mathonsingel there will be a new parking garage including 1000 bicycle parking spaces. In consultation with ProRail and NS a vision for the future of the station zone needs to be drawn up, to allow a planned approach to bicycle parking provisions at the Nijmegen train station for the next couple of years. Continuing the present enforcement regime with the slogan ‘enforcement with compassion: starting enforcement later on Mondays, for instance after 12 a.m. allowing cyclists (students) to take their bikes away by themselves.
