Modest role for cycling in regional network analyses

In 2006 19 regional network analyses have been performed to find the most efficient solutions for problems on the national road network and the secondary road network. How did cycling fare?

  • More mobility per euro. That was what traffic minister Peijs had in mind with network analyses. Accessibility problems may be solved more effectively by studying the national road network in connection with the secondary road network and incorporating other transport modalities than cars as well. The Nota Mobiliteit stated that eleven regions were to make a network analysis. Another eight regions have done this of their own accord. In September of 2006 the analyses have been presented to the minister. Most regional network analyses have also paid attention to cycling, albeit modestly. The Utrecht region, however, has made a serious analysis of cycling as well. The guiding principle for the network analyses is Verdaas’ Seven Stages, named after the member of the Lower House for PvdA who proposed a resolution when Nota Mobiliteit was being discussed. According to his resolution the following stages should be completed in the search for solutions: 1. environmental planning 2. different payment method for mobility 3. mobility management 4. public transport 5. use existing infrastructure 6. modify existing infrastructure 7. provide new infrastructure. Cycling is usually placed in category 3, mobility management. The added value of the analyses is that the efficacy of the various possible solutions can easily be compared. In general there is a problem in making mobility management more concrete. As a result, it has often not received due attention in the (model) analyses.
