Study into the effect of the Groningen innovations ‘red carpets&' and ‘rush-hour stands&' - with a positive conclusion.


  • The large numbers of bicycles parked outside the designated stands was the reason to start the project Stadsfietsen. The measures taken to tackle the bicycle parking problems include: laying down red carpets, providing rush-hour stands and free parking in the guarded bicycle parking facilities. Overall there are four free parking facilities in the town centre and 123 bicycle racks as well as 13 red carpets have been provided. The free guarded parking of bicycles is a six-month trial, as of July 1. Three months before the start of the trial the number of people parking their bicycles each day in the facility was recorded. The same occurred for three months during the trial. The rush-hour stands (light-weight stands to park bicycles, that are provided during busy times) are positioned each Thursday and removed on Sunday. The red carpets are laid down each morning and collected each evening (on days that the shops are open). The aim of the rush-hour stands is to entice people not to park in front of the shops but use the stands instead. The red carpet is intended to get people to park their bicycles not on the carpet and leave room for pedestrians.

    Counts have demonstrated that placement of the rush-hour stands has a magnetic effect on the town centre. When people know there are parking facilities, they will cycle up to them and are willing to park their bikes there. Overall the number of bicycles on the street has increased by 4 per cent. This is related to the placement of the rush-hour stands in the areas counted. Counts in the guarded parking facility demonstrate an increase of 34% in the number of bicycles parked. Surveys indicate that two-thirds of people are aware of the fact that the parking facilities are temporarily free of charge. The people parking their bicycle on the street are for the most part away for no more than one hour. This group rides their bicycles to the town centre to shop. People parking their bicycles in the guarded facilities leave their bicycles for more than three hours, due to the fact that they are employed in the town centre. In the streets 55% of those interviewed agreed that bicycles parked outside stands are a problem for the town centre. In the parking facility 85% of people agreed, which is probably the reason for the use of the parking facility.

    This study draws the conclusion that the project was successful and the measures have been proven to be effective. The conclusion to be drawn from the results is that there is no archetypal parking cyclist. Each cyclist has his or her own wishes and each facility carries its own attraction to cyclists. Solution to this problem is responding to the major groups of parking cyclists. A distinction is made between those parking for extended periods (town centre employees and residents) and short-stay users (shoppers). In addition a distinction is made between temporary and permanent measures.
